USTs have been the subject of detailed Federal and state regulations since the mid-1980s. By definition, USTs include petroleum and hazardous chemical storage tank systems in which the systems, including associated piping, have at least 10 percent of their volume underground. USTs are subject to specific registration, construction, release detection, release response and reporting, and closure requirements. Where corrective measures are needed to address releases, a number of states have trust funds to help owners and operators pay for remediation. It normally is less expensive to prevent a substantial AST product spill than to clean it up. Should a spill occur, it normally is less expensive to discover the spill quickly and clean it up than it is to allow the spilled product to move away from the AST facility.
