ENVIRONMENTAL ADVISORY SERVICES

Our GSA Schedule Contract (No. GS-10F-0371K) provides a convenient way for Federal customers to put our experience to work.  By using the schedule contract, you can issue a delivery order or request a proposal for a wide range of Environmental Advisory Services, including:

  • SIN 899-1 -Environmental Planning and Documentation Services
    • Environmental assessments and environmental impact statements;
    • Endangered species, wetlands, watersheds and other natural resource management plans;
    • Coordination and documentation for initiatives in areas of chemical, biological, radiological, and/or hazardous material services;
    • Archeological and/or cultural resource management plans;
    • Environmental program management and environmental regulation development;
    • Economic, technical and/or risk analysis, and other environmentally related studies and consultations;
    • Homeland Security issues including vulnerability assessments, biochemical protection, and identification of threats and protective measures to mitigate the threats.
  • SIN 899-2 - Environmental Compliance Services
    • Permitting and permit compliance;

    • Compliance audits;

    • Compliance management and contingency planning;

    • Investigations and consulting;

    • Acquisition or disposition due diligence;

    • Spill Prevention/Control and Countermeasure (SPCC) plans;

    • Operational services, advice, or guidance in support of agencies’ waste management services:

    • Data collection, feasibility or risk analysis, RCRA/CERCLA site investigation;

    • Hazard and/or non-hazard exposure assessments;

    • Waste characterization and source reduction studies;

    • Review and recommendation of waste tracking or handling systems;

    • Waste management plans and/or surveys;

    • Waste minimization/pollution prevention and review of technologies and processes impacting waste management;

    • Furnishing or inventory of Material Safety Data via CD, Internet, facsimile, mail or other media; 

    • Development of emergency response plans.

  • SIN 899-8 - Remediation Services

    • Excavation, removal, laboratory testing, transportation, storage, treatment (on-site and off-site) and disposal of hazardous waste; 

    • Site characterizations, field investigations, construction and site closures;

    • Wetland restoration;

    • Emergency response;

    • Remedial technologies include UST/AST removal, air monitoring, soil vapor extraction, stabilization/solidification, bio-venting, carbon absorption, reactive wells, containment, monitoring and remediation of hazardous waste sites; and ordnance removal and support.  Work is to conform to environmental permits, decision document requirements or other legal requirements.

U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA), WASHINGTON, D.C., LANDFILL METHANE OUTREACH PROGRAM (LMOP)

Technical, Analytical, and Outreach Support for EPA’s LMOP Program
[Contract Number and Term:  EP-W-06-023, expires 9/30/2010]

In 1996, SCS was retained by EPA to provide program assistance with its Landfill Methane Outreach Program (LMOP).  SCS is in its third 5-year contract to provide these services to EPA.  The majority of work performed under this contract falls into one of the following areas:

  • Technical and economic assessments of landfill gas recovery and use options

  • Project level feasibility assessments

  • Outreach efforts through conferences and publications

  • Landfill gas and landfill related policy, legal, regulatory, and market assessment and support

  • Development of analyses supporting reduction of methane emissions from landfills

  • Tracking and reporting program and project development

Services are provided both in the U.S. and internationally in efforts to reduce greenhouse gas emissions and to implement methane to market programs.

NAVY SEAPORT-ENHANCED CONTRACT

Authorized Users: The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and the Navy Virtual SYSCOM (partners NAVSUP, NAVAIR, SPAWAR and NAVFAC) and other Navy activities.

Authorized services:

  • All aspects of professional support services and engineering, technical, & programmatic support services including all support required within the area of environmental engineering of Naval weapon systems and base-related infrastructure.

Unique contract that uses an e-procurement portal, whose core is a commercial off-the-shelf (COTS) system, provides a secure automated procurement process that improves processing time, provides the ability to take advantage of numerous acquisition reform initiatives, including award term contracting, reverse auctioning, and electronic signatures, while still allowing Program Managers (PM) the ability to select solutions that meet their PSS requirements.

DEPARTMENT OF ENERGY TECHNOLOGY SPECIFIC SUPER ESPC

BIOMASS AND ALTERNATIVE METHANE FUEL (BAMF) CONTRACT

25-year Performance Period and 10-year Ordering Period]

Services available under the BAMF include a Project Evaluation - Initial Proposal, Development – Detailed Energy Study and Implementation.  The contact scope includes projects that involve fuels such as landfill gas, wood waste and digester gas.  Current projects include a Landfill Gas to Energy (LFGE) project at the US Coast Guard Station Curtis Bay, Baltimore, MD.

Any Federal Agency in any location may use the contract.  Agency funds are not needed to complete the Project Evaluation.  Although no funds are needed to complete the Detailed Energy Survey, the agency makes a commitment at that time to proceed with the project or pay for the study.
