PROFESSIONAL EXPERIENCE
Mr. Gilardi has a 20-year environmental remediation and
government contracting career as a civil engineer and program manager. He
has experience directing remediation projects at Superfund sites, US Naval
bases, US Air Force installations, US Postal Service sites, and other
Federal agency facilities. He also has broad experience with a variety of
contracting programs, in addition to direct knowledge pertaining to Federal
small business, 8(a), and HUBZone programs. Mr. Gilardi leads SCS’s growing
East Coast Federal Services practice, and is develop Department of Defense
and other Federal Agency projects. Examples of his project experience
include:
- Program Manager for the upgrade of a Jet Fuel
Pumphouse (fuel distribution system), Concrete Repair, and Spill
Containment Improvement Projects at the 165th Air Lift Wing – Georgia
Air National Guard. Work at this fully operational aircraft fuel truck
loading facility consisted of: decontamination, removal and replacement
of over 250 LF of carbon steel 6 inch jet fuel transfer lines with
stainless steel; installation of one 250 gallon above ground storage
tank, closure of one 5,000 gallon underground storage tank; replacement
of all victaulic couplings, valves and fittings; installation of
concrete containment berms and sumps drains; installation of new
stainless steel piping and fittings; installation of new overfill
prevention system and replacement of two fuel filter separators meeting
current API 158 standards.
- Program Manager for US Navy Environmental O&M
program in the states of PA, NJ, NY and MD. This $20M program had over
six major project sites and more than 20 task orders in progress at any
given time. Many of these sites were in high security areas.
- Program Manager for the O&M and Remediation
activities at the Avtex Fibers Superfund Site. Tasks varied between
fixed price and cost reimbursable. Managed a staff of 10 full-time
operators, field and laboratory technicians. The treatment plant
processed and treated all storm water on the 440-arcre site which
collected in storage lagoons prior to permit discharge to the Shenandoah
River. Contaminants at the site included: PCBs, Phenols, and heavy
metals. Developed and SOPs for the O&M treatment plant and performed
limited design and managed construction of a number of plant upgrades
and system improvements.
- Program Manager for a US Department of Agriculture
Fish Pond decontamination project that required the USDA to complete a
time-critical eradication of Spring Veremia of Carp (SVC) virus from six
(6) remote mountainous North Carolina and Virginia commercial fish
farms. SVC is a highly communicable virus that threatened the >$25
million annual ornamental koi industry. The project required the
euthanization and burial of more than 40,000 pounds of fish and the
decontamination of more than 100 acres of pond bottoms in a period of
just over 2 months.
- Program Manager for of Base-wide O&M Remediation
Contract responsible for managing a staff of 6 plant operators and
technicians for Naval Air Station Patuxent River fuel farm ground water
recovery and treatment systems which include 20 oil control sites
throughout the entire Naval Air Station. This Multi-Site/Multi-Year
Remedial System O&M contract included O&M of GWT and product recovery
systems, bioremediation of petroleum-contaminated soil, well and
discharge monitoring, sampling and analysis, waste management, as well
as performing limited designs and construction of multiple system
modifications and improvements.
- Project Manager for an A/E contract at the Naval
Air Station-Patuxent River. Projects included the design of a P&T
system, design of a sparging system, investigation of two spill sites,
evaluation of the stations’ USTs leak detection systems, and evaluation
of the stations Waste Recycling program.
- Program Manager for MEC sewer investigation and
remediation at Volunteer and Ravenna AAPs. Projects assessment,
decontamination and disposal of MEC contaminated underground sewer
lines.
- Project Manager for the installation of a 550-foot
section of 60-inch storm sewer line. The construction activities were
performed in an area where soil and groundwater contamination existed
from a coal gasification plant. Much of the work was performed in Level
B or Level C PPE.
- Program Manager for a $50M nationwide environmental
remediation contract with the Department of Energy, and a $15M HUBZone
MATOC contract with the Georgia Air National Guard.
- Program Manager for the demolition of missile
systems for the US Air Force in Cape Canaveral, FL. This $2M task
included extensive asbestos abatement and demolition of 24 facilities
and 3 miles of rail.
- Project Manager for various environmental projects
including UST removals and installations, Phase I Site Assessments,
Environmental Assessments and remediation activities for US Postal
Service facilities located within VA, WV, PA and CA.
